Under this category, international graduates of recognized tertiary institutions in Canada are eligible for permanent residency.  

International Graduate Entrepreneur Category
Students who graduated from Memorial University or College of the North Atlantic can be nominated for permanent residency under this category.

International Entrepreneur Category
An experienced business owner or manager who wishes to purchase or start an existing business and permanently residing in Newfoundland and Labrador is eligible to apply for this program.
